Assignment Title:  Full-stack Developer - GRAIL/CS/ICS/47

Background

The government of Georgia and the World Bank jointly developed a new investment project in Georgia`s rural sector – Georgia Resilient Agriculture, Irrigation, and Land (GRAIL) Project. The total cost of the Project is 138,600 mil EURO which is equally split (50/50) between IBRD and the State budget of the Government of Georgia.

The Project Development Objective (PDO) is to: (a) improve irrigation, and drainage services, and agricultural production in project areas, and (b) strengthen national irrigation and land management institutional capacity for climate resilient planning.

The primary beneficiaries of the Project comprise farmers and agricultural enterprises across the project-targeted regions. Overall, the rural population will benefit from enhanced services provided by land management, irrigation services, and agricultural support. In the public sector, the Project will support the institutional strengthening of the Ministry of Environmental Protection and Agriculture (MEPA), including Georgian Amelioration (GA), the National Environment Agency (NEA), the Rural Development Agency (RDA), and National Agency for Sustainable Land Management and Land Use Monitoring (LMA).

The Project will enhance land administration service delivery and support building digital infrastructure by enhancing the National Agency of Public Registry (NAPR)’s information technology systems, development of e-services, and further support NAPR’s effort in operationalizing the National Spatial Data Infrastructure (NSDI).

The Project strongly focuses on climate resilience and rural livelihoods through a holistic and integrated approach. It will include the following components:

Component 1: Resilient Irrigated Agriculture, divided into three sub-components: 1) Subcomponent 1.1: Irrigation & Drainage Infrastructure Rehabilitation and Modernization; 2) Subcomponent 1.2: Irrigated Agriculture and Value Chain Development; and 3) Subcomponent 1.3: Improved Performance of Irrigation Service Delivery.

Component 2: Improved Land Management Capacity, comprising of two sub-components: 1) Subcomponent 2.1: Strengthening of agricultural land management and monitoring; and 2) Subcomponent 2.2: Enhancement of the land administration service delivery and building digital governance infrastructure.

Component 3: Project Management, which will finance two Project Implementation Units that will be responsible for project management: One Project Implementing Unit (PIU) is established within MEPA, which manages Component 1 and Subcomponent 2.1. The second PIU is established within the NAPR, the Project Implementing Entity, and will be responsible for implementing Subcomponents 2.2 and 3.2.

Sub-component 2.2 – Enhancing land administration service delivery and building digital governance infrastructure by:

(a) enhancing NAPR’s information technology systems, particularly the IPRS by focusing on upgrading the core cadaster and registration systems, developing of selected e-services through innovative technologies to improve NAPR customers’ experience further; and

(b) Designing, developing, and deploying the National Spatial Data Infrastructure by NAPR in collaboration with other institutional stakeholders including by focusing on capacity building, training, knowledge sharing, and incorporating best international practice.

Full-Stack developer assumes a vital leadership and technical role in software development. The Developer works in cooperation with project system architects and a team of developers to develop and maintain complex software solutions, tailored to the needs of the NAPR.

Scope of Work and Responsibilities:

  • Leads and participates in enhancing the IPRS and upgrade of cadaster and registrations systems and development of the NSDI IT infrastructure with Particular focus on i) Systematic and Sporadic Registration and ii) Addressing segment of the IPRS;
  • Drives the entire application lifecycle, focusing on architecture, coding, database optimization, and debugging.
  • Maintaining and managing existing applications by fixing bugs, adding new features, and updating design elements.
  • Gathers and addresses complex technical and design requirements.
  • Liaises with developers, designers, Business analysts, Product owners, and system administrators to identify new features and system bottlenecks.
  • Collaborates with the system architect/lead to design robust solutions and oversees their implementation;
  • Familiarizes with the given task, and provides appropriate architectural corrections and technical recommendations within the scope of its functions;
  • Writes clean, scalable, reusable code to develop highly functional web applications.
  • Manage and optimize scalable distributed systems.
  • Performs Unit tests to optimize performance, and ensures business needs are met for regression testing.
  • Collaborates with Back-end developers to integrate user-facing elements with server-side logic.
  • Manages cutting-edge technologies to modernize and improve legacy applications.
  • Follows and enforces internal technology standards.
  • Provides an approximate estimate of the terms of realization of the set goals;
  • Provides advanced troubleshooting support, assisting with deep-level technical issues if problems are found in software or database operations;
  • Provides training, code reviews, and mentorship to junior developers and lower-ranking programmers of the NAPR IT department;
  • Ensures information security, including protection of personal data, within its competence;
  • Develops and updates necessary software and database documentation to facilitate system maintenance and upgrade.
  • Ensures compliance with instructions and assignments of the System Architect;
  • Hands over the full source codes including all developed libraries, database scripts, and other items related to the carried-out assignment to the NAPR IT Department.
  • Design, develop, and implement complex full-stack solutions, managing both frontend and backend components. Develop dynamic and responsive user interfaces using advanced JavaScript frameworks (e.g., React, Angular, Vue.js) along with a solid foundation in Vanilla JavaScript.
  • Build and maintain robust backend systems using PHP and its popular frameworks (e.g., Laravel, Symfony), ensuring highly efficient database interactions.
  • Design, develop, and optimize advanced PL/SQL scripts, stored procedures, functions, packages, and triggers to support high-performance operations within the Oracle DBMS.
  • Lead integration of front-end UI with the constructed APIs and underlying Oracle databases.
  • Ensure application performance, quality, and responsiveness, while also pushing forward project milestones within an Agile development framework.
  • Collaborate closely with other team members and stakeholders to provide senior-level technical insight and solutions in the planning phase.
  • Perform comprehensive testing using frontend and backend testing frameworks to ensure application reliability and security.
  • Consultant may be assigned to other GRAIL related IT tasks or projects in its capacity, as necessary.

Required Qualifications, Skills, and Experience:

  • Bachelor’s degree in Information Systems, Computer Science, Software Engineering, or a related field is preferred.
  • At least 5 years of professional experience as a Full-stack Developer.
  • Extensive experience with PHP and its frameworks such as Laravel and Symfony for robust backend development.
  • Advanced proficiency in JavaScript, including ES6+, and frameworks like React, Angular, or Vue.js for frontend development.
  • Using JS libraries Webpack, babel, gulp, jQuery.
  • Extensive, proven expertise in Oracle DBMS and advanced PL/SQL development.
  • Deep familiarity with optimizing complex Oracle database queries, execution plans, and integrating PHP applications via the OCI Library is required.
  • Deep understanding of HTML, CSS, and responsive design principles.
  • Proficient in Git for version control and Agile methodologies for software development.
  • Solid knowledge of Linux environments.
  • Good understanding of design patterns.
  • Good understanding of MVC and HMVC structure design.
  • Exceptional problem-solving skills and the ability to perform complex system and database integration tasks.
  • Excellent time management skills to handle multiple projects simultaneously without compromising quality.
  • Strong communication skills, capable of mentoring junior developers, leading technical discussions, and collaborating with cross-functional teams.
  • Commitment to maintaining high coding standards and improving user experiences.

Reporting and Supervision

The Consultant shall perform the assignment under the overall coordination of the Project Manager and the technical supervision of the Chief Technology Officer (CTO).

Duration of Assignment: 12 Months, with the possibility of extension.

The attention of interested Consultants is drawn to paragraph 3.14 “Conflict of Interest” of the World Bank’s Guidelines: World Bank’s “Procurement Regulations for IPF Borrower, July 2016, revised November 2017, revised August 2018 and revised November 2020”, setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm’s consulting services in accordance with the requirements of paragraphs 3.16, 3.17 and 3.18 of the Guidelines.

An individual consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank’s “Procurement Regulations for IPF Borrower, July 2016, revised November 2017, revised August 2018, revised November 2020 and revised September 2023”, “Selection of Individual Consultants”.
